A Californian “civil servant who reads reports” blogs occasionally at “On the Public Record.” I want to enthusiastically recommend three particular posts published there a few days ago. The first is titled, New American Dustbowl, Mr. Heathcock, and two related ones follow it.

The posts are in part a response to Alan Heathcock’s essay about drought and agriculture in California’s Central Valley. Together, the three posts are a deeply-thought guide to unspoken cultural assumptions about water management in California. The implicit expectations in Florida are similar and will come to the fore when the next drought develops. We too need a better understanding of resilience in the face of contemporary water challenges.
